| Project Preliminary Proposal & Work Progress in the First-phase
Apart from the charges prescribed by the country, other expenses are all exempted. As for the projects with over US$10 million investment, the land will be leased at no cost. If the land needs requisitioning, 50 percent will be favored in accordance with the rules set by the country, which is to be subsidized by the local government.

| Market Analysis：
The project has the development conditions for 10,000-ton-class berths and belongs to the state Grade One open waters, with the deepwater bank lines of the Yangtze River stretching 48 km and the depth of water way exceeding 20 m. So far the roads of this region have been constructed and the industrial zone and the storage zone are being formed.
